Typically sent by regulatory agencies, utility commissions, or their designated filing administrators to interested parties such as utilities, attorneys, and stakeholders involved in rate proceedings, the 468 provides a structured record of docket activity and official remarks. The transaction begins with the ST (Transaction Set Header) segment and includes a DK (Docket Header) segment that establishes the docket context, followed by one or more journal entries organized through the 0100 Loop containing the JL (Journal Identification) segment that identifies each log entry and up to 100 K1 (Remarks) segments that capture detailed notes, decisions, or procedural information associated with that journal record.
For example, the Public Utilities Commission of State X might send an X12 468 transmission to Electric Utility Corporation detailing updates to their pending rate case docket. The DK segment identifies the specific rate proceeding, while the first JL segment in the 0100 Loop records a hearing date with associated K1 remarks documenting the topics to be covered. A second JL entry in the same loop captures the filing of a settlement proposal with multiple K1 segments providing the commission’s preliminary assessment and procedural next steps. The utility receives this journal log to maintain an official, synchronized record of all regulatory activity affecting their rate application.
